Priority Sectors and Investment Incentives
Where Rwanda is directing investment, and the incentives attached.
01 — Where the money is going
Where the money is going
Rwanda's investment pipeline has concentrated in manufacturing, agro-processing, tourism and hospitality, ICT and financial services, energy, logistics, construction and real estate, mining and health.
The Kigali International Financial Centre, special economic zones and the Kigali Innovation City cluster are the main policy vehicles for attracting regional headquarters and export-oriented operations.
02 — Incentives
Incentives
The investment code offers preferential corporate income tax treatment for qualifying categories such as strategic investment projects, exporters, and global or regional headquarters, alongside customs relief on capital goods for zone operators. Eligibility is tied to investment thresholds and job creation commitments, verified through the investment certificate process.
03 — Doing the diligence
Doing the diligence
Incentives should never be the sole reason for a project. Test the market size, input logistics, power and skills availability, and the regional export route through the East African Community and the African Continental Free Trade Area before committing.
