The labour law governs written contracts, probation, working hours, leave, termination and dispute resolution. Employers register with the social security board and withhold PAYE alongside pension, maternity and occupational hazard contributions.

The talent market
Kigali has a young, multilingual workforce with strong growth in software, finance and hospitality skills. Technical and vocational institutions and private training centres supply trades; for senior specialised roles, employers often combine local hiring with a small number of permitted foreign staff and a training plan.
